Dans quelques jours, l'Accord de Paris sur le climat sera ouvert à la signature au siège new-yorkais de l'ONU. C'est une première étape vers son entrée en vigueur, et l'occasion se s’interroger sur les effets de cet accord dans les années et les décennies qui viennent.

Même si certains systèmes d'échange préexistaient (comme la compensation volontaire), le développement rapide des marchés du carbone à partir des années 2000 a été une des conséquences les plus remarquables du Protocole de Kyoto. Alors que l'Accord de Paris se prépare à lui succéder, on peut se demander quel est le bilan de ces outils et s'ils ont un avenir dans le régime climatique crée par la COP21. J'ai posé la question à Renaud Bettin qui travaille sur ces sujets pour le GERES, probablement l'association française la plus active dans le domaine de la compensation. Il est également chef de projet d'infoCC, une plateforme d'information spécialisée.
Le marché du carbone et la compensation, qui permettent de réduire ses émissions contre un payement, ont souvent été critiqué depuis leur apparition. Quel est réellement leur bilan ?
Le marché européen du carbone affiche un prix du quota (c'est-à-dire d'un droit à émettre du CO2) au plus bas à 5 € la tonne. Cela reflète un échec et un succès. Un succès car un prix bas signifie qu’il y a moins de demandes à émettre sur le marché et donc que les objectifs de réduction d’émissions ont été atteints. Mais surtout un échec car à 5€ la tonne de carbone, la transition vers une économie plus durable s’éloigne et un tel prix ne reflète en aucun cas les dommages des émissions de CO2 anthropiques sur notre société.
Le principe de la compensation carbone (source : InfoCC)
Il existe 2 mécanismes de compensation carbone, ceux réglementés qui ont été instaurés par le protocole de Kyoto – MOC et MDP – et ceux dits volontaires, régis par les labels de certifications type Gold Standard ou VCS. Le MDP, Mécanisme de Développement Propre mis en œuvre dans les pays du Sud, a un bilan chiffré très correct : 1,5 milliards de TeqCO2 évitées pour 7578 projets dans 94 pays. Côté MOC, son jumeau mis en œuvre entre pays de l’OCDE, le bilan est plus maigre avec 850 millions de TeqCO2 évitées pour 604 projets, dont 20 en France. Le tout depuis 2008. Sur le marché volontaire, on comptabilise environ 900 millions de TéqCO2 évitées en 10 ans. Différence notable entre le dispositif réglementé et le volontaire, le prix du crédit de compensation : moins de 0,50 € aujourd’hui sur le marché de la compensation Kyoto et 5 € en moyenne pour des projets volontaires.
Si ces chiffres peuvent être flatteurs, ils cachent souvent une réalité de terrain moins glorieuse, notamment au Sud : droits humains bafoués, terres confisquées, opacité quant au partage de cette richesse carbone et au final un développement local bradé au profit de la quantité de carbone évitées.

Quels sont les principaux retours d'expérience ? Qu'est-ce qui marche ? Et que faut-il éviter ?
La première chose, et c’était le souhait des Parties à Kyoto, est que cette finance carbone a créé un levier de coopération entre le Nord et le Sud. Ensuite, elle a permis à certains projets de s’inscrire dans le moyen terme et de viser des objectifs largement supérieurs à ce qu’ils auraient été avec un financement classique (aide au développement + financement privé). Enfin, et c’est un constat amer, la compensation reste cantonnée à l’annulation d’un méfait ici au Nord, alors qu’elle peut réellement être un acte de solidarité envers le Sud et un soutien à la transition écologique au Nord.
Ce qui marche, ce sont les porteurs de projets qui s’appuient sur la compensation pour aller plus loin que leurs objectifs initiaux de développement. La compensation n’est pas une fin en soi, c’est un moyen. C’est dans ces cas précis où le carbone prend une valeur plutôt que d’afficher un prix.
Ce qu’il faut éviter c’est penser que compenser nos émissions nous donne le droit d’émettre toujours plus, une sorte d’impunité climatique : la compensation doit toujours être associée à des efforts de réduction de notre propre impact sur le climat. Je conseillerais d’ailleurs aux entreprises de ne jamais viser la neutralité carbone, c’est-à-dire compenser 100 % de leurs émissions. Cette neutralité est un mythe.
Quel peut être l'avenir des systèmes d'échange d'émissions dans le cadre de l'Accord de Paris ?
L’Accord de Paris ne mentionne pas de mécanismes de marché à proprement parler. C'est plutôt l'inverse : à la demande de la Bolivie, il parle d'un mécanisme non fondé sur le marché (non-market based approach) ! L’article 6 esquisse plusieurs mécanismes de réduction et de compensation. A ce stade nous ne savons pas à quoi vont correspondre ces ITMOs (Internationally Transferred Mitigation Outcomes) et si les crédits carbone de compensation vont perdurer. Comme il n’y a pas d’engagement de réduction des pays qui servent de plafonnement d’émissions dans les marchés carbone actuels, la base d’échange de discussion sera les INDC et non des marchés. Tout ceci reste assez flou. Les prochaines COP devraient nous donner plus de détails.
Cela étant dit, les marchés de type cap and trade ont de beaux jours devant eux ! Il en existe de plus en plus à travers le monde et d’autres sont en projet. Ils existeront en parallèle du cadre de l’Accord de Paris et seront probablement un jour connectés entre eux. D’autant que ce qui donne aujourd’hui un prix au carbone, c’est le marché ! Par ailleurs, on oublie trop souvent la fiscalité écologique qui peut aussi donner un prix au carbone. Un prix évolutif, avec par conséquent plus de visibilité pour les investisseurs.

Comment ces outils pourraient-ils évoluer pour être plus efficaces ?
Je pense que tous ces outils doivent coexister. Les systèmes d’échanges de quotas, c’est-à-dire les marchés, doivent intégrer des mécanismes ponctuels de régulations publiques qui interviennent lorsque des facteurs extérieurs (crises économiques, météo) les rendent obsolètes. Une fiscalité écologique solide doit être mise en œuvre par les politiques et acceptée par l’opinion publique. Quant à la compensation, elle reste selon moi à la marge un outil au service de la solidarité et de la transition. Une meilleure information et une éducation est nécessaire pour la défaire de cette image d’achat de bonne conscience.
Dans tous les cas, le carbone doit se teinter d’une valeur sociale et cesser de n’être réduit qu’à un prix dans un marché.
